Office of Management and Budget (OMB) Circulars
OMB Circulars are instructions or information issued by the Office of Management and Budget (OMB) to federal agencies. They are expected to have a continuing effect of 2 years or more. A complete list of current OMB Circulars can be found on the White House Web site.
OMB published a Federal Register Notice (69 FR 26275) on Tuesday, May 11, 2004, implementing changes that affect the location of policy guidance for grants and other agreements. It establishes a single title in the Code of Federal Regulations (CFR) (Title 2 of the CFR) along with two subtitles (Subtitles A and B). Subtitle A of Title 2 is to house OMB's guidance to federal agencies for grants and agreements. Subtitle B of Title 2 will house agency regulations that implement the OMB guidance.
