Termination of the Penalty Mail Program for the Cooperative Extension Services

The Penalty Mail Program for the Cooperative Extension Services was terminated on October 1, 2003. The funds formerly allocated for the Penalty Mail Program will be distributed in FY 2004 and thereafter according to the statutory formula authorized under the Smith-Lever Act. These funds may be used for any “approved extension activity.” Please note that no Smith-Lever Act funds will be set aside for a mail program (i.e., penalty mail or commercial mail) in FY 2004 and thereafter.
