Hatch Act Formula Grant

Hatch Act funds are provided for agricultural research on an annual basis to the State Agricultural Experiment Stations (SAES’s) which were established under the direction of the college or university or agricultural departments of the college or university in each State in accordance with the act approved July 2, 1862 (7 U.S.C. 301 et seq.); or such other substantially equivalent arrangements as any State shall determine. These funds are distributed according to a statutory formula. The scope of the agricultural research which may be conducted under the Hatch Act is very broad. It includes research on all aspects of agriculture, including soil and water conservation and use; plant and animal production, protection, and health; processing, distribution, safety, marketing, and utilization of food and agricultural products; forestry, including range management and range products; multiple use of forest rangelands, and urban forestry; aquaculture; home economics and family life; human nutrition; rural and community development; sustainable agriculture; molecular biology; and biotechnology. Research may be conducted on problems of local, State, regional, or national concern.

SAES’s are expected to propose and conduct research projects, supported with Hatch formula and matching funds, which comply with the purposes of the Hatch Act and the National Agricultural Research, Extension, and Teaching Policy Act of 1977, as amended, which have relevance to the special conditions and needs of the respective states. SAES’s are required to provide 100% in matching funds. A certain portion of these funds are allocated for the Multistate Research Fund which provides funds for cooperative research employing multidisciplinary approaches conducted by the SAES, working with another SAES, the Agricultural Research Service, or a college or university, to solve problems that concern more than one state.

Related Hatch Act Reporting Forms


There are three types of reporting requirements for these funds:

1) Plan-of-Work Reporting which considers the entire portfolio of agricultural research and extension formula grants awarded to each 1862 and 1890 land-grant institution. Each 1862 and 1890 land-grant institution is required to submit every five years a plan of work for their agricultural research and extension formula grants authorized under the Hatch Act, Smith-Lever Act, and sections 1444 and 1445 of the National Agricultural Research, Extension, and Teaching Policy Act. The first POW submitted included the period October 1, 1999, through September 30, 2004. Institutions are expected to update their current plan of work by April 1, 2004, for an additional 2-year period (i.e., through September 30, 2006). Each year institutions are required to submit by April 1st an Annual Report of Accomplishments and Results.

2) Current Research Information S09/16/2014tch research projects are submitted for approval to NIFA by the state agricultural experiment stations (SAES). Each year SAESs submit to the CRIS office a progress report and an expenditure report for all the Hatch projects they supported in the previous year.

3) Financial Reporting includes three types of reports: a) Certification of Offset (Form NIFA-2103) which is completed by the SAES's to certify that matching funds have been made available; b) SF-272, Federal Cash Transaction Report, which is submitted on a quarterly basis through the U.S. Department Health and Human Services' Payment Management System (DHHS-PMS); and c) SF-269, Financial Status Report, which is submitted on an annual basis to the Funds Management Branch by December 31st, for the reporting period of October 1st through September 30th.
