FY 2008 HHS/PMS Appropriation Award Authorizations Scheduled for Cancellation in 2013

What does it mean when an award authorization is cancelled?

Under the provisions of Section 1405(a) of Public Law No. 101-510 amended 31 U.S.C. §§ 1551-1557 (commonly referred to as M-Account Legislation), all federal agencies are required to close fixed-year appropriation accounts and cancel remaining balances on awards issued from these accounts. The accounts must be closed and balances cancelled by September 30th of the 5th fiscal year after the period of availability. Translated into terms applicable to award recipients and awarding agencies, all undrawn award funding under the M-Account condition will no longer be available for program expenditures, obligations, or payment requests.

What does this mean to me?

Awards funded using a FY 2008-fixed appropriation will be cancelled on September 30, 2013. Undrawn award funding issued from FY 2008 fixed- appropriation account funds will no longer be available for program expenditures and the 90-day reimbursable clause will not apply. The last day to draw fixed appropriation funds on awards issued in FY 2008 funds is September 27, 2013. It is strongly recommended that all Grantees liquidate cash balances in HHS/PMS accounts prior to September 27, 2013, or run the risk of losing the funds.

What should I do?

Review all expiring award documents on your Payment Management System account to ensure that all disbursements have been reported on both the FFR-Cash Transaction Report (formerly PSC-272) and the final FFR-Financial Status Report (formerly SF-269). Your last opportunity to report disbursements on the FY 2008 fixed appropriation awards will be on the September 30, 2013 FFR- Cash Transaction Report, unless the awarding agency requested that you report earlier. When your organization has made its final disbursements, those disbursements should be reported on the FFR-Cash Transaction Report available at that time. You do not need to wait until September 30, 2013, report becomes available.

Below is an example of an award that was issued with FY 2008 fixed- appropriation funds. You may view the awards on your account by utilizing the Authorization Transaction Inquiry in the Payment Management System (Adhoc Grantee Inquiry – Authorization Transactions).
