Procedures for Notification of the Selection of an Acting or Interim CES Director/Administrator

Whenever there is a change from a Director/Administrator position to Acting or Interim status, the appointment is not subject to prior approval by the CSREES Administrator, or the Office of the Secretary, U.S. Department of Agriculture, Washington, DC. All Reappointment actions, including reappointments to Acting or Interim CES Director/Administrator positions, must be coordinated with and approved by the USDA, HRD, CES, Team.
Action by the University
A letter from the CES organization, notifying USDA of the vacant Director/Administrator position is to be submitted to the USDA, HRD, CES, Team naming the selected individual to the position as Acting or Interim Director/Administrator. (See Attachment D for a "Sample Notification Letter" notifying USDA of the vacant position and pertinent information on the selectee for the Acting or Interim CES Director/Administrator). Specifically, the letter should include:
1. The name of the individual selected by the University to serve as the Acting or Interim Director/Administrator, and the name and title of the supervisor of the Director/Administrator position;
2. A copy of the individual's Vitae or Resume', (including the selectee's place of birth);
3. The proposed effective date of the individual's appointment as Acting or Interim Director/Administrator;
4. The selectee's University Address, Telephone Number, Fax Number, and E-Mail Address;
5. A statement regarding the selectee's employment prior to his/her selection and the dates of employment along with a statement regarding the status of the selectee's former position if the selectee is on a Schedule A Federal appointment;
6. The selectee's educational background (provide degree emphasis, year of degree, and university); and
7. A statement indicating the name, reason for separation, and the effective date of separation for the previous Director/Administrator.
Notification letters on vacant Directors/Administrators positions and personnel actions to appoint Acting or Interim Directors/Administrators for the Cooperative Extension Service are to be forwarded to:

Action by USDA
USDA, HRD, CES Team will request and review information on the selectee's prior Federal appointment and benefits and coordinate the reappointment with the requesting CES organization.
USDA, HRD, CES Team will notify the CES office of the final action, and they will take the necessary steps to update the State Extension Service Directors and Administrators Directory to reflect the Acting or Interim Director/Administrator. If by chance the action cannot be approved, the CSREES Administrator, or designee, and/or the USDA, HRD, CES Team will contact the affected CES organization.
USDA will prepare a file and maintain a copy of the Notification and approval package for the appointment of Acting or Interim CES Directors/Administrators.
